Billboard ‘Woman of the Year’ honoree Katy Perry attended the annual event held at Capitale in New York City on Friday afternoon.
The singer went all-American with a ruffled persimmon Oscar de la Renta Resort 2013 dress.
Despite an ‘A’ for effort, Katy couldn’t create fireworks with this over-accessorized attempt at uptown elegance, made all the more matronly with her stiff-looking news anchor coiffe.
Had Katy loosened the bun, lost the belt, and swapped the bedazzled Oscar de la Renta peep-toe pumps for a pair of sexy strappy sandals, she could’ve easily transformed this look from dowdy to dreamy.

classy ! I love Katy ! but she seems to be 10 years older…
Just a word… meh, from head to toe, most of all toe. Those shoes look like a middle age woman shoes.
I like the latest Katy, but I agree, this is too mumsy. Carly Rae Jepsen posed with her in a couple of photos, and, despite the age difference, Katy should have taken a note from her.
Actually Katy’s only one year older than her. Weird, right? 28 to 27
this looks make katy look fat, frumpy and short. If this dress were full length – it would be a different story. But the length of the dress and those ruffles at the bottom are feral. And that HAIR… oh gosh.

For a split second I thought she had cut her hair, I am thankful that she hasn’t but oh my stars that is a bad ‘do! I like the dress but definitely not the belt. This is a no from me as the hair beyond ruins this look. A little off her game, which has been quite good recently.
She looks too mature for her age and not exciting.
A definite miss. Much too old and frumpy for her and the shoes are only adding to the housedress impression. Kind of tough to figure out what she was going for.
I like it. I hope she keeps up this classy approach, but knowing her, I don’t think she will.

the hair is awful! it ages her so much
I wish she’d find some sort of middle ground between her costumey looks and these. This is obviously awful, especially since it doesn’t seem like her at all.
I seriously thought that she cut her hair and I’m so glad she didn’t because this hairstyle makes her look so matronly. I don’t like the shoes or the belt. The dress looks good on her and I love the colour of it.
She has such a pretty face. The hair looks wet here and is in a dated style; I would love the dress if she’d gone a size up so she could breath. The shoes are too fussy.
Guess I alone in liking her hair. It makes her face look so very pretty.
Dress would be great as well if it were a larger size.
